Advocate for the Recognition of Deaf-Blindness as a Distinct Disability in Rwanda

Ongoing 2020 Disability Rights Fund / Disability Rights Advocacy

Persons with deaf-blindness represent a diverse and vibrant community that often faces marginalization, discrimination, and invisibility in society. Despite their unique perspectives, talents, and contributions, individuals with deaf-blindness continue to be overlooked and underserved. This advocacy initiative seeks to raise awareness, promote recognition, and enhance the visibility of persons with deaf-blindness to foster inclusivity, equality, and empowerment.

This project started in 2020 through the support of the Disability Rights Fund / Disability Rights Advocacy. It began its implementation in the districts of Ruhango, Kirehe, and Rusizi and continues to this day.

Advocacy Objectives

  • Raise Awareness: Increase public understanding and knowledge about deaf-blindness, its causes, and its impact on individuals' lives.
  • Promote Recognition: Advocate for the acknowledgment of deaf-blindness as a distinct disability and a unique sensory experience.
  • Enhance Visibility: Highlight the stories, achievements, and voices of persons with deaf-blindness to challenge stereotypes and misconceptions.
  • Ensure Accessibility: Advocate for accessible communication, information, and services to empower persons with deaf-blindness to fully participate in society.
  • Foster Collaboration: Build partnerships with disability organizations, advocacy groups, government agencies, and other stakeholders to advance the rights and inclusion of persons with deaf-blindness.

Advocacy Strategies

  1. Awareness Campaigns: The organization developed multimedia campaigns — including social media, videos, and public service announcements — to raise awareness about deaf-blindness. Awareness events, workshops, and seminars are organized to educate the public, policymakers, and service providers, and deaf-blindness awareness is incorporated into educational curricula in collaboration with schools and community organizations.
  2. Storytelling and Representation: Persons with Deaf-Blindness share personal stories, testimonials, and experiences through various platforms and media outlets. The project showcases their talents, achievements, and contributions in the arts, sports, academia, and other fields, and advocates for accurate and respectful portrayal of deaf-blind individuals in literature, film, and media.
  3. Accessibility Advocacy: The organization advocates for the development and implementation of accessibility standards and guidelines to ensure that information, communication, and services are accessible to persons with deaf-blindness. It works with businesses, government agencies, and public institutions to improve physical, digital, and communication accessibility, and promotes the use of inclusive technologies and assistive devices.
  4. Policy Advocacy: The project advocates for the ratification and implementation of international conventions such as the United Nations Convention on the Rights of Persons with Disabilities. It lobbies for the development of inclusive policies, programs, and services that address the specific needs of individuals with deaf-blindness, and engages policymakers to prioritize deaf-blind perspectives in decision-making and policy development.

By advocating for the recognition and visibility of persons with deaf-blindness, we can empower them to fully participate in society, access their rights, and realize their full potential. Through awareness campaigns, storytelling, accessibility advocacy, and policy engagement, we can challenge stereotypes, break down barriers, and create a more inclusive and equitable world for individuals with deaf-blindness.
